Meeting called to order at 6:30 p.m. by Chairman Jim Petreszyn with the Pledge of Allegiance.

 There was a motion to approve and accept the October 16th meeting minutes. Voted and passed. 

Change to  previous minutes:

            Habitat Access Stamp:

            The fee for the stamp is not to exceed $10.00, .05% to issuing agent, and 4.5% to NYSDEC for administering H/A grant proposals.

CFAB – Charlie Pace (no written report)

Discussed the license fee increase proposal.

Next CFAB Meeting January 12th

 Motion:

With the impending increase of NYS sporting license fees, the R7 FWMB would like the CFAB R7 Rep to urge members of CFAB to incorporate, where relevant and appropriate, "White Paper" issues previously submitted, as part of any fee package remedy, prior to endorsing an increase in fees, stamps, or licenses.

NYSCC - Chuck Parker (no written report)

Board of Directors Meeting scheduled for December 13 was cancelled due to the weather and has been rescheduled for January 2009.

Wildlife B Marie Kautz

            A new spring snow goose harvest opportunity will be in effect March 11-April 15, 2009.

            We will be having Citizen Task Forces for deer in WMU’s 7A & 7R.

            We are looking for places to band turkeys for the northeast cooperative study.

            Roughly 20 bears were taken in Region 7. 

Law Enforcement – No report 

Natural Resources B Jerry Rasmussen

A CFAB Representative is needed.  Anyone interested should send a letter of interest to Kenneth Lynch by January 16, 2009 (see attached for additional instructions and address) 

Open Space Public Meeting will be held on the following dates:

January 21, 2009 from 2:00 pm– 4:00 pm at the Southern Tier Cooperative Extension, Front Street, Binghamton 

                        January 22, 2009 from 7:00 pm – 9:30 pm at the Martha Eddy Room, NYS

Broome B No report 

Cayuga B D. Rhoads – discussed being opposed to closing the Reynolds Game Farm and his concern about the closure’s impact on the young pheasant release program.  He expressed support for acquiring property at Owasco Flats, and a mandatory habitat access stamp.  Dennis also mentioned concerns about trailers getting stuck at the boat launch site at Mud Lock (Cayuga Lake Outlet). 

Chenango B D. Palmateir -

A.     Manz – Rogers Nature Center Winter Carnival to be held January 10th .   

Cortland B  R. Anderson – discussed the deer hide collection this year and pheasant program issues. Instructors are needed for Hunter Education Courses.  

Madison B  Charlie Pace – discussed Cazenovia lake access and funding issues. 

                        Motion made by Steve Wowelko, seconded by Dennis Rhoads:   The president of the board will write a letter to the Town, Village and DEC to express the concerns mentioned.   

Onondaga B   J. Corbett – discussed Geddes Brook and Nine Mile Creek and Honeywell issues.

S. Wowelko – discussed the closing of Reynolds Game Farm and how it will affect the club’s access to lands for stocking pheasants. 

Oswego B  C. Parker – discussed the excavator from the US Fish & Wildlife office owns which is  presently being used in Region 6; he would like to use it in Deer Creek Marsh in Region 7. 

       J. Petreszyn asked Dan Bishop what the status of the Sandy Pond Access site was.  Dan said DEC Fisheries and Real Property were still actively working toward that goal. 

Tioga - No report  

Tompkins B No report 

Old Business 

J. Corbett was asked to Chair the Election Committee and the openings are Chair, V. Chair, etc… 

New Business 

Election cycle time includes the representatives for the Legislative, Landowners or Sportsman if anyone is interested.   

J. Rodman suggested that no coyote hunting with dogs be allowed during deer season.   On that topic, D. Rhoads also mentioned the challenges in controlling the dogs as they hunt and Jim Petreszyn discussed the problems caused by the hunting dogs trespassing on others’ properties, whether opened or closed to public hunting.   

C. Parker suggests bringing Sportsman Education Training Manuals to the FWMB meetings for efficient distribution to Board members who are instructors.
